 The second paragraph is stating that all men are created equal with equal rights, and Britain was denying our rights; life, liberty, and the pursuit of happiness. So we created a government to ensure that we keep those rights and nobody can do anything about it. And if by any chance the government starts to deny our rights, we the people have the right to change the way our government, or whoever is in charge. Even without the government, we would still have our rights (life, liberty, pursuit of happiness). Hope this helps, I'm not sure if that made sense.

They were to weak to enforce laws, this was their biggest weakness that they had practically. And because of this, they had no power to practically do anything. They were pretty much just a weak government. And when they wanted to go to war, they had to ask for money, and never did they pay it off. This really shows how bad they were in their own government.
