However, doing some research we can say that the proper question for this statement is the following: <em>"Is Mark's service in a jury a responsibility or an obligation?"</em>

If that is the case, then the correct answer is "an obligation."

According to the laws of the state, an individual who is summoned by the state to be part of a jury has the obligation to attend. If he or she does not attend, he should be fined according to the law. If the individual cannot attend, it has to be for a very important situation that has to be explained. Otherwise, the state will consider his +/her negativity to attend as a contempt of court.

The reason of why this is happening is because since the fall of the Soviet Union socialism has proved not to be effective as an economic-political system. On the other hand, free market policies have led the countries that carry them out to improve their economies and stabilize their societies. Examples of countries destroyed and indebted by war, such as Japan or Germany, have gone ahead thanks to policies of international cooperation and free trade. Taking notice of this, the countries of the communist sphere have begun to develop free-market policies, in pursuit of achieving the development they observe in their neighboring countries.

Internal divisions were came from various sides. For starters, numerous and various ethnic groups started becoming nationalized more and more and wanted to gain their independence. This was seen in areas such as the Balkans where Ottomans started losing more and more influence. They also had problems with their own people because of a need of modernization which was severely lacking in the Ottoman empire which was underdeveloped compared to other European states and empires. 

External pressures were mostly financially related. At one point in time, the Ottoman empire had such high national debt that paying the annual rates took more than half of the revenue from the yearly budget. Their armies were also dwindling so it was easy for others to remove them from their territory such as what Egypt did after a few wars.
