Pedestrians always have the right of way. Even if it appears you have the right of way, someone in a car is always responsible to look out for pedestrians

Answer:

Even when you have the right of way, you're responsible for checking for pedestrians or other cars before you drive forward?

Explanation:

This is so that people don't get injured by careless driving. Some pedestrians don't pay much attention to their surroundings, so it's up to you as a driver to make sure you don't hit anyone.

Some cars might think they have right of way, when they don't, so you have to be careful of them as well
