If no candidate receives a majority of Electoral votes, the House of Representatives elects the President from the 3 Presidential candidates who received the most Electoral votes. Each state delegation has one vote.

I am pretty sure that the answer is D) Parliamentary Democracy. I know for sure Turkey's system of government is one of the two forms of a Democracy. Turkey's system of government is a Parliamentary Democracy with free market economy.
