The framing effect is a cognitive bias where people decide on options based on whether the options are presented with positive or negative connotations.

We can see that 20 percent chance of rain is the same of 80 percent chance of NO rain, but simply said with other words.

However, when the meteorologists forecast 20 percent chance of rain (in a positive connotation) Sheryl took her umbrella; when the meteorologist reported an 80% chance of NO rain (negative phrased) she didn't take her umbrella even though these two statements were the same but with a different way of framing them.

Thus, this is an example of the effect of framing.
