Well every nation like the other says needed workers but they dint have the money   yet so thay hired slaves because yo dont have to pay them at all

Federalism is a political system where two or more governments have authority and control over the same area.

Explanation: It has been a topic of debate since US gained its independence whether federal government should have more power in order to make the country’s laws universal or the States should be allowed more power so that they can experiment with different policies, which may be useful for both the federal government and the state government

In some states the legal age of drinking is 18, whereas in other areas it is 21. Therefore, it is believed that unless there are no different policies for each states, how will they know which policy works the best. If a single policy is prevalent in all the states then there is no chance of comparison.
