Why did a large percentage of the american people need relief in 1932?

Possibly due to the Wall Street Crash of 1929, which led to millions of american families being forced to leave their homes. There was also a drought that occurred in which many people in the east of america decided to move out to the West, to California where they thought life was better and their were more jobs than where they currently were.
