if I understnad correctly, we have\frac{ \frac{x+1}{x+9} }{ \frac{x}{x+4} } which simplifies to \frac{(x+1)(x+4)}{(x)(x+9)}
denomenator is x(x+9)
set to zero to find restrictions
x(x+9)=0
set to zero
x=0
x+9=0
x=-9
