On 20th December ,1860, when Abraham Lincoln won presidential election, South Carolina by adopting an Ordinance declared its secession from USA and then by February 1861, six more other states adopted similar secession. On 7th February , Seven States adopted provisional constitution for confederate States of America by establishing their temporary capital in Montgomery, Alabama .The February Peace Conference was met at Washington DC but it to failed to resolve the crisis and the other remaining eight States refused please to join confederacy. The seceding stated seized federal properties like buildings, fortification and arsenals. .James Buchanan the thenpresident , protested ,but did not took any military action In response. Buchanan and was concerned about the fact that if he took any overt action ,this will cause other remaining slaves States forced to leave the Union and he too acknowledge the fact that there is non-constitutional authority for the state to secede. Further in addition he too could not find any constitutional authority for him as well to act to prevent or stop it.
There were several forts constructed including Fort Sumter and Fort Moultrie that were not among the sites that were seized initially .Fort Sumter was design in such a way that it could mount 135 guns. Major Anderson reported to president Lincoln about the shortage of rations and only six weeks ration was remaining . The war started by April 12, 1861.
