While Hitler had many plans he initially thought that the Soviets should align with Germans to end the threat of a Japanese invasion of the Soviet Union.

The reason for this was that the there have already been some tensions between the Japanese and the Russians in the war of 1905. Furthermore, the Germans wanted to have a strong ally in the Soviet Union which would enable them a good control and a safe eastern front.
