What does "among other donors" in the last sentence mean? Does it mean "there are other donors which also make great increases"

or "among the donors except the three largest donors"?
The three largest donors continue to be the US, Germany and the
UK. These countries accounted for 52% of all government contributions, although
contributions from all three decreased in 2018. Among other donors, substantial
increases were made by the United Arab Emirates and Saudi Arabia, providing an
additional US$1.7 billion (567% rise) and US$806 million (173% rise) in 2018, respectively.

Bond [772]
I believe that your answer is the first option due to how late the crying is, and unlike in "The Tell-Tale Heart" where the heart is constant and represents the slow descent of madness, the cry of the cat only appears at the end.

The portion of the story where it shows the speaker's madness is actually his looking for and finding similarities in the second cat and wishing to kill it.

Hope this was helpful.
