The facts are:
- Americans thought capitalism was on its edge and the Bonus Army came about.
- More Americans were left homeless and starving.

Hoover plan to fight depression was to minimize government subsidies and give incentives to aid business.
This defy the nature of capitalism itself because the governmennt shall not give unfair treatment for the corporation. And this also requires a lot of people who are unemployed left unable to sustain their own living until the economy got better.
