It basically limited Germany's military and told Germany they had to take full responsibility of the war and try to fix all the damage. Obviously this upset the people of Germany. It was also there reason why Hitler came to power. He did this by making promises to the people of Germany that he would basically "free" Germany from the Treaty and its harsh rules. So although many thought by making the treaty so harsh on Germany would stop any future wars, it did the opposite.
