The correct answer is a stadium band.

The element that engenders football enthusiasm is a stadium band.

The officials do not generate any enthusiasm at all. They are part of the game and are hired to apply the rules. The band, instead, it is there to entertain the fans. If it's Pro football, it is a group of professional musicians. But if it is college football, it is the representative marching band of the University, which offers great music during the game and a great show in half time. There are very famous college bands such as the Ohio State marching band, the Wisconsin University band or the University of Texas band.
