y - y1 = m( x - x1)

Where (x,y) can be any point, and (x1, y1) is always the given point or known point.
In this case, point (2,4) is the given point and the slope of 3 is the "m" 
Thus,
y - 4 = 3 (x - 2)

Hence, equation number is the correct answer.

The way the question is worded is a little confusing.

I think I would say 10m. It could be 5m, but usually they list length first, then width. The perimeter, the whole distance around the outside, is 30 m (10 + 10 + 5 +5)
