Explanation:

Many Northerners regarded the provision as a bribe as the commissioner would be paid more for an accused to be returned to slavery as opposed to being freed.  This law created outrage among the northern states as well as many western states which created the personal liberty laws that prohibited state officials from assisting the return of runaways.
