= 3/8 * 100
= 0.375 * 100
= 37.5% decrease

I'll do it with a fraction, so let's say 15/45. 15 of the cards are baseball cards, 30 of them are other cards. I would say 15/45, because 45 is the total amount of the cards he has. Only 15 are BASEBALL cards, so it would make sense to say he has a 15/45 chance to pull a baseball card.
