Explanation:

Thoreau's civil obedience takes up the cause to prioritise your conscience over the dictates of laws. He criticises the American policies and social institutions, Mexican-american War and Slavery.  

In  the beginning he argues that government actions are rarely useful as it derives the power from the majority, the majority is the strongest group but being strong doesn't make their viewpoint legitimate. He argues that peoples first priority should be to believe what is right instead of following the laws being dictated by the majority. If government is unjust then we should stop following the laws.

Thoreau believed that Mexican-American war  was imperialistic war, it was unjust and government was waging it to expand slavery. His essay "Civil Disobedience" emerged out of his experience when he refused to pay poll tax as a gesture of protest against the government.
