God's and goddesses that may have to do with this may be ones that deal with any animals and the elements. This allowed people to stay because they could domesticate animals to control food production and this allowed for the development of towns. Less migration would occur for the early humans if they could domesticate plants and animals and this allowed populations to grow as people tamed animals and grew crops.
