Because there was such a large amount of the items that there was no way of running out of the product in the near future which made jobs very scarce

Answer: Most likely in a communist country, my first thought that came to mind was the Soviet Union.

Explanation: Communist governments control many things like produce, businesses, and even the people. Also, they did not take a big hit from the Great Depression due to having a communist government (stable, controlled, no individual businsses allowed, etc).
