The answer is number 3.

The border states were, indeed, slave states. They did not declare the secession to the Union, but also weren't included in the Confederacy.

There were only five border states: Delaware, Maryland, Kentucky, Missouri and West Virginia. Each one of them shared the northern border with a Union state, and the southern border with a Confederate state.

Both the Union and the Confederacy understood the strategic value the border states held.
