we know that

The measure of the angle formed by 2 chords that intersect inside the circle is \frac{1}{2} the sum of the chords' intercepted arcs. (Angles of intersecting chords theorem)

so

in this problem

63=\frac{1}{2}*(SR+TU)\\ \\ 63=\frac{1}{2}*(55+TU)\\ \\ TU=63*2-55\\ \\ TU=126-55\\ \\ TU=71

therefore

the answer is

The measure of the arc TU is equal to 71degrees

On comparing (1) and (2) we get

b=5

It means the graph of parent function shifts 5 units up to get the graph of given function.
