The main way in which Taft differed from other Progressives of the day, especially Roosevelt, was that he thought it would be a waste of time to try to keep Progressive values completely in line with the Constitution.

He tried to fix the antitrust laws and not the labor laws in the US. Four years later, William Howard Taft, his handpicked successor, easily frustrated Liberal William Jennings Bryan in his three and final run for the White House. Although Taft had never held elected office, he did have years of public assistance behind him. He had been a prosecutor and judge, U.S. attorney general under President Harrison, the first civilian governor of the Philippines, and Roosevelt's Secretary of War.
