I agree that congressional members should be elected by popular vote. This is because people should be able to elect the candidate that would seem to be the most useful and the most willing to fix problems in their community. Now congressional members mainly are used in making laws depending in what branch they are set in. So the person would look into what the congress man believes in and what should happen and will happen if he gets elected and there would be other people that agree with the candidate and they would elect him to be a congress men since how it benefits him or her if the candidate becomes a congress man.
