The setting is a basin and a lower surface retention chamber with perforation pipes and gravel to store water, while other designs use natural soil. Some basins include wetland plants to help maintain water and in other parts are dry even though a lot of grass has been mowed.

Some issues of controlling stormwater with physical performance (not water quality) can be overcome with low-cost monitoring techniques. Although low-cost monitoring does not provide much quantitative information about performance, it is an appropriate first step. If necessary, follow-up using high and more detailed cost monitoring can be done.
