by using proportion

$\frac{360}{100} = \frac{230}{F} \\ F=(100*230)/360 \\ F=63.89$ %

so
F-M=63.89%-36.11%----> 27.78%

if 27.78% correspond to 2800 voters

T=100*2800/27.78-------> T=10,079.19 voters
