The answer is yes and this is how you figure it out. First, you take 42 and divide it by 3 to figure out how much times it takes for the managers to fill up. It will be 14. Then take the 11 workers from the ratio and multiply it times 14. This is 154. After that, you add 154 plus 42 and the answer is 196 which is less than 200.
