The point of view in this excerpt is definitely third person, because nouns such as Dorothy, and pronouns such as she are used throughout to indicate third person.
However, if you also need to decide whether it is limited or omniscient, I'd choose limited - because we can only see what she is doing, and not what she is thinking and feeling.

By conducting research, you make sure that the content you are sharing is of quality, and that the facts you are giving are accurate. One way in which you can improve this is by looking at a variety of different sources of information and analyzing the differences that they each present.

<u>Creating an outline</u>

Creating an outline will help you with your public speaking by allowing to create a "roadmap" of where you want your speech to go. This will direct your ideas and ensure that the information you are sharing is well-connected and relevant to the audience. One way to practice this skill is by constantly thinking of the ways in which one idea connects to the next one in your speech.
