Why were public pools first introduced in New York. How did they affect the crimes rates in New York City communities?

They were most likely introduced in New York City because it was and is the biggest city in the U.S. I don't know if the crime rates went up or down. If they went up it's most likely because their are family's at the pool and weirdos like to do bad stuff especially when their are kids around.
