And many states took advantage of a missing strong leading figure in the form of a president. The Articles of Confederation was week due to giving too much power to the central government.

The communist parties in Western Europe significantly weakened their positions and influence.  

Some Eastern European countries have not signed the Marshall Plan because of pressure from the Soviet Union and promises to help them.
