That is basically comparing 14 / 0.35 to ? / 1

With ? being the value.

The proportion would be:

\frac{14}{0.35} = \frac{?}{1}

Then cross multiply.

14 * 1 = 0.35 * ?

14 = 0.35 * ?

/0.35     /0.35

? = 40

So the value is 40.
