Thus the conclusion drawn based on the passage is that the Tenth Amendment gives increased power to the state government and also creates a balance between the powers of the federal government and the state government.

Three raiders were executed by the Japanese and one died in captivity; the remaining four remained prisoners of war until the conclusion of hostilities. Little damage resulted, but the raid was a boost to American morale at a low point in the war.
