The question is not very clear. I am answering based on my understanding that the question is related to "Modest Proposal" written by Swift. Swift delivered the proposal in a casual manner for all the people to understand his message but there was a satire involved. I hope the answer has come to your help.

I would say it is Newton's Third Law of Motion. It states that for every action made, there is an equal and opposite reaction. The action would be when you row, the opposite reaction would be the water moving you forward.
