The excerpt has an effective style and tone because it is <u>formal and direct.</u>

The excerpt provides concise and clear sentences to convey the message (the nouns aren’t vague, it makes emphasis in the verb/action, uses active voice, etc.), it makes smooth transitions to compare one individual's action to the other by using "on the other hand", and achieve effectiveness by being formal rather than using a colloquial language.
