This was because the explosions could be contained and no radiation would be released into the atmosphere. It was banned to do it outside, to do it in water, or to do it in outer space. They were allowed to test only underground and make sure that the tests would be safe for the world. Studying earthquakes now can show if tests are being conducted without the knowledge of the public.</span>
