Well, you need to first find a common denominator for the two fractions. In this case, a common denominator would be 15. Multiply the first equation by 5 and the second by 3.
4/3*5=20/15
6/5*3=24/15
And as we can see by the answers we got that 4/3<6/5
Hope it helps!

Finding gradient:

m = y2 - y1

= -1 - 6
1 - 3

= -7 / (-2)
= 7/2

y = m(x - x1) + y1
y = 7(x - 3) + 6
