Three times a number =   3x

Increased by 8 =               + 8

So far we have:  3x + 8

no more than =    <=  

the number decreased by 4 =  x -4

Put it all together and we have:

3x + 8 <= x - 4

Solve for x

3x + 8 <= x - 4

3x - x <= -4 - 8

2x <= -12

2x / 2 <= -12 / 2

x <= -6

-6 is the number / answer.
