The Holocaust was based around fear. Fear of non compliance. The idea was to scare people that were safe into not speaking out in fear of too being punished. Others helped because it was the right thing to do. They saw through the anti semitism of the nazis and did the right thing. It takes courage to be brave and when facing death very few people have courage.
