It doesn't seem to me that what he is stating is tied to any civic principle. It expresses ideas linked to the repuplican senator Joseph Raymond McCarthy that tied off the most bizarre witch hunting episode in America's history. Since America is the country of the brave and the free and the principles in which this nation is made is that there is freedom and there is freedom of speech. I am sure that what Warner says it is not so civic principle based but still he has the freedom to say it.
The civic principle of this testimony by Jack Warner is that all Americans have the right to critique a piece of work in order to make it better. It had that not been the case the Warner Bros and other such film production houses might not have existed. These opportunities are limited under a communist dictatorship because it does not allow for the scrutinization and rigorous planning of motion pictures.
I'm not sure what you're asking for but trial courts have original jurisdiction the court of appeals has appellate and the Supreme Court has both. A litigant is a person involved in a lawsuit.
