Answer:

The Union benefited from holding Maryland with Washington DC being not surrounded by hostile territory.

Explanation:

In 1861 the Civil War began. The population of the state of Maryland was divided. Many wanted the secession of the state from the Union and the incorporation to the newly formed Confederate States of America. Others, for their part, wanted the state to remain in the Union.

The Union did not wait for Maryland to decide whether to join the Confederacy or not. This, because Virginia was one of those who did. If Maryland had done the same, the capital, Washington DC, located between the two states, would have been completely surrounded by the Confederation. For that reason, the Union invaded it immediately after the beginning of the war, and for that reason participated in the fight as a state of the North. However, many of his men fled and joined the Confederate troops.

givi [52]

Answer:

Both

Explanation:

The americans encouraged it a lot, although it was not their idea, it was the governments.  So technically the answer is none, but at because it wasnt the military nor the people, it was the government.  At the same time though, it was both because the military kind of works with the government and your everday american encouraged it to happen with no protests at all before, afterwards, or during so.
