Explanation:

During President Madison second term the US had grown rapidly, the nation had gone bigger and transport and communication across the territory became a challenge. 

New roads and canals were needed so the country could develop, Madison knew that. But he believed that the Congress did not have the authority to build them, so he defended that the Constitution should be amended so the federal government was authorized to build them.

Congress did not agree with that and did not amend the Constitution, instead, they passed the Bonus Bill, that was vetoed by Madison exactly because he believed that the federal government did not have the power to carry the execution of those powers.

I've seen this question before, asking to identify where the narrative takes place.  It is <u>World War II in Europe</u>.

The references to "fighting the Germans when Poland had first been invaded" identify this narrative as happening during World War II in Europe.  Other nations in Europe, notably Britain and France, had followed a policy of appeasement toward Adolph Hitler and Germany's efforts to add territory to its control.  They allowed Germany to annex the Sudentland, and then did nothing when Germany took control of all of Czechoslovakia (in March, 1939).  But when Germany invaded Poland in September, 1939, it was beyond clear that appeasing Hitler hadn't worked, and war was pursued.  Germany's invasion of Poland was the beginning of World War II in Europe.

In my opinion, the greatest accomplishment that the Roman civilization did was conquering land. The Roman's were very skilled when it comes to getting more land for their empire, and that's what they did. Because of how successful and powerful their military was, they conquered land that was already owned by other empire's. The Roman's conquered land from empire's like he Celtic tribes, Carthage, the Hellenistic Empires, and many more. They conquered a large amount of Europe, North Africa, and Western Asia. This makes it a very big accomplishment because no other Empire had the manpower that the Roman's had, and because of Rome's manpower, they were bound to conquer a lot of Europe and other land. Them expanding their empire allowed them to control most of Europe and other places.
