I am part of a whole. I am greater than three fourths but less than nine tenths. I am a decimal with a 3 in its hundredth place.

Given is that the value is greater than three fourths { \frac{3}{4} = 0.75 }
                      the value is less than nine tenths { \frac{9}{10} = 0.9 }
              and the value has 3 in its hundredth place

Fractions between \frac{3}{4} and \frac{9}{10} are 
\frac{4}{5}=0.8 , \frac{5}{6} = 0.8333 , \frac{7}{8} = 0.875 , \frac{8}{9} = 0.8888

Among these fractions, the value which has 3 in its hundredth place is \frac{5}{6}

You solve this you have to transform these fractions into decimal numbers.

\frac{3}{4} \ \textless \ x\ \textless \  \frac{9}{10}

x is the number we are looking for.

\frac{3}{4} = 0.75

and

\frac{9}{10} = 0.90

So we are looking for a number between 0.75 and 0.90, with a three in its hundredth place. It can only be 0.83 since it's the only one with a 3 with a 3 in its hundredth place.

Convert 0.83 into a fraction.

It gives : \frac{5}{6}

In short, the number is \frac{5}{6}.
