Total number of sections on the spinner = 4
So there can be 4 outcomes on 1 spin of the arrow on the arrow.

Number of faces of the cube = 6
So there can be 6 outcomes on rolling of the dice.

For each outcome of the spinner, there can be 6 outcomes of rolling a dice. So for 4 outcomes of the spinner, there will be 6 x 4 = 24 outcomes in total.

For example, WW and either of {1,2,3,4,5,6} can occur. This makes folloiwng 6 outcomes: WW1, WW2, WW3, WW4, WW5 and WW6

Same goes for XX (6 outcomes), YY (6 outcomes) and ZZ (6 outcomes)

Thus in total there will be 24 outcomes. 
So option j gives the correct answer
