This will also boost the confidence of the speaker as he/she will become confident of his/her own voice and improve the skills of the speaker.

The first draft of a speech does not always need to be fully fleshed out, that is why it is draft, it should contain the rough idea of what you want to speak on and then improve on it in subsequent drafts.

Lastly, the speech does not necessarily need to be written the way you would write a formal paper, that is dependent on your audience and what you are comfortable with. For some speakers, all they need are just bullet points to remind they of the key points of their speech.
