First of all the government of a certain country writes the first step of that construction, while experts complement the rest with their knowledge and wisdom. Its main objective is to propitiate the realization as a person for everyone involved in productive activities. Privatization is a very sophisticated system because of its nature is a bit away from the government's vigilant eye. So, the work ethic was developed to build a mind and ideology of well being for employees.
