in business, safe state refers to a situation in which we can allocate all resources that we have without resulting in any inefficiency among the employees.

Explanation:

Safe state is usually the purpose creating an operating system in production cycle.

Often time, business require different employees to work on different parts of product. When a group of employees fail to finish their parts on time, the other group of employees cannot resume their work since they have to continue the project from another group. Safe state is basically a situation where none of this stagnation happen. The flow of the work in a safe state will be  smooth and efficient.

The filibuster is the right to unlimited debate a bill.

This leads to the abbility of the minorities to do an ever debating process con a bill they don´t feel like passing. Though this could be used wrong, it also assures that every bill that passes is well thought and well discussed. THe large parties with majority at senate have considered in the past making a move on removing the filibuster with no success yet.
