If this is referring to Texas then the answer is True

Texas has always had a strong conservative republican supporter base and since 2002 all of the major offices were controlled by people who are republicans. This was seen even during the Obama administration when Democrats were strong in numerous countries except for Texas which was constantly red and opposing Obama.
