We have 2v - 3w

We have to multiply 2 by the values of v and multiply 3 with the values of w

this would produce

subtract w from v

= [-4, 0, -4]

We u as -1, 0 and 10+k

It is not possible to -1 = 10 + k

-11 = k

Hence we have to conclude that they are linearly independent if and only if k ≠ -11
