In 17th and 18th century Europe, absolute rulers based their claim to the throne on the idea of divine right. Everyone believed that the rulers were appointed by God.
It changed the world. It led to the Russian Revolution, the collapse of the German Empire and the collapse of the Hapsburg Monarchy, and it led to the restructuring of the political order in Europe and in other parts of the world, particularly in the Middle East.
Then the answer is traditional economy since the United States is not aimed towards that.
The modern Congress is organized to serve the goals of its members. Reelection is not their only objective, but winning regular reelection is essential to everything else members want to achieve in office.
