Explanation: Civil liberties can be understood as basic freedoms provided to all Americans; whereas, civil rights are the rights to be free from discrimination on the basis of characteristics such as disability, race, color, national origin, gender, etc. Civil rights are basically the positive acts of government assigned to prevent any kind of discrimination and provide equal protection under the laws. Hence, civil rights include how an individual is treated regarding certain rights while civil liberties include the basic freedoms.
